In The News: Arizona Launches New CACTUS Portal to Streamline Unemployment Benefits

PHOENIX — Arizonans who rely on unemployment benefits now have a new way to manage their claims: the Comprehensive Arizona Claims Tracking Unemployment Insurance System (CACTUS). The Arizona Department of Economic Security (DES) launched the CACTUS portal on Sunday, September 7.

The online system is designed to make it easier to file for unemployment insurance, track payments, and upload required documents online. DES data shows that, on average, nearly 19,600 people in the state of Arizona receive unemployment benefits weekly.

Today, Fox News highlighted Governor Pete Ricketts’ reemployment program, which is helping connect Nebraskans to job opportunities. Originally launched in 2015 by the Nebraska Department of Labor, the program is helping put Nebraskans back to work more quickly and delivering tax relief for job creators. The program has won national awards for its success.

Other states are taking notice. Just last week, the State of Kansas announced the launch of their “My (Re)Employment Plan,” which imitates the innovative Nebraska reemployment program. Geographic Solutions to Launch an Integrated Workforce Services and Reemployment System for the Tennessee Department of Labor

The Tennessee Department of Labor has aligned with software company Geographic Solutions to create one of the most advanced reemployment systems in the country. JOBS4TN (www.jobs4tn.gov), set to launch in the spring of 2014, will allow job seekers to apply for and claim unemployment benefits, register in the employment system, and find current job openings sourced from hundreds of web sites within their job market.

The Tennessee Department of Labor and Workforce Development has worked with Geographic Solutions since 2003 to provide their Labor Market Information website, The Source, which was expanded in 2010 to include labor exchange functionality and the name was changed to JOBS4TN.

Now, the State of Tennessee has made the decision to further expand the site to create an integrated comprehensive workforce development case management and unemployment insurance claims system.

The site will provide job seekers with a user-friendly, efficient, online system to conduct job search, access labor market information, and file unemployment claims. The added functionality of the system can significantly reduce periods of unemployment, thus reducing benefit claim durations and providing millions of dollars in cost-savings for both the State of Tennessee and its private employers.

Immediately upon registering in the system, job seekers will be presented with a list of job openings that match their skills. Then – every time they log in to the system, they are presented with current job openings – leading to a faster return to reemployment. Claimants will also have access to a plethora of interactive, dynamic labor market information maps, charts, and graphs – representing historical and real-time data.

With this additional functionality, Tennessee will create a state-of-the-art workforce development and unemployment claimant system that will provide leading-edge integrated services for job seekers, employers, training providers, workforce staff, and one-stop partners.

Louisiana HiRE Reemployment System Launches – First of its Kind in the Country

The Louisiana Workforce Commission, in partnership with Geographic Solutions, is pleased to announce the official launch of HiRE. The site, a first of its kind in the country, will combine unemployment benefits and workforce services in an effort to help people quickly find employment and reduce unemployment claim durations. The groundbreaking system will provide unemployment insurance claimants with open and available jobs that match their work history and location as well as monitor to ensure that claimants are fulfilling work search requirements. The site also allows workforce staff the ability to track claimant’s efforts, offer assistance, and guidance, as needed.

HiRE, which stands for Helping Individuals Reach Employment, provides all of the employment assistance services formerly available in Louisiana’s Virtual OneStop. Additionally, users can receive unemployment insurance services such as filing for unemployment insurance claims and filing for weekly benefits. The site’s unique approach to reemployment focuses on giving the unemployed all of the tools necessary to find a job. Upon applying for unemployment benefits, the user is presented with a list of current job openings and training opportunities based on their previous work history and location within the State of Louisiana. Users will also be able to search for jobs and careers using a five-star rating system that ranks jobs based on pay, as well as current and long-term demand.

HiRE, powered by Geographic Solution’s Reemployment Exchange (REX), integrates the state’s legacy UI system with the Louisiana Workforce Commission’s Virtual OneStop and labor market information site, under a single login and password.

“HiRE makes it easier to go from unemployed to re-employed,” said LWC Executive Director Curt Eysink. “We’re bringing job seekers, employers and training providers closer together than ever.”

"Today is a giant step forward in providing seamless service for our customers," said Dayne Freeman, director of the LWC's Office of Unemployment Insurance Administration. "HiRE means individuals will find work faster and spend less time collecting unemployment benefits, and businesses will enjoy lower operating costs."

The recent launch is the first of three phases. The next step, scheduled for completion in January 2014, will add unemployment appeals and benefits processing features to the HiRE system. The third phase, scheduled for early 2015, will enable employers to post job openings, recruit talent, schedule job fairs, pay unemployment taxes, file appeals, and submit required forms and compliance reports.

Louisiana Modernizes the State Unemployment System to Bolster Reemployment

Geographic Solutions is helping the State of Louisiana modernize its unemployment benefits system by connecting it to the state’s Virtual OneStop system. Louisiana’s new platform – Helping Individuals Reach Employment (HIRE)– will serve as a bridge to reemployment as well as ensure accurate unemployment insurance benefits by helping to detect fraud and minimize overpayments. The bridged site is set to go live by the end of December 2012.

HIRE, powered by Geographic Solutions’ Reemployment Exchange (REX), integrates the state’s legacy UI system with the Louisiana Workforce Commission’s Virtual OneStop site and Louisiana’s labor market information. Claimants will visit one website with one log-in and have access to both UI benefits, labor exchange and labor market information. The system, a first of its kind, will monitor and ensure that claimants are fulfilling work search requirements while simultaneously providing job opportunities and labor market information that aid the claimant in their search for reemployment. Immediately upon signing on for unemployment benefits, the claimant will be provided with a list of suitable jobs within their area. The system can also send internal messages, emails, and text messages of job openings and job search requirements. HIRE provides the claimant all of the tools necessary to land a suitable, good-paying job.

Not only does HIRE assist the claimant, it also offers valuable information to employers who are looking to find qualified employees who meet their needs. HIRE does all of this while providing staff the ability to track the claimant's efforts and offer assistance and guidance when necessary. HIRE evaluates claims in real-time – providing claimants, employers and staff up-to-the-minute information. The system’s coordination of seamless customer service for employers, claimants, and staff is of paramount importance.

Phase Two of the project is set to launch in 2013, and involves the transition to the Geographic Solutions Unemployment System (GUS). The GUS system is a more comprehensive approach to reemployment in that it moves away from linking to a legacy UI system and moves towards one comprehensive site which handles unemployment claims and registration of claimants, workforce exchange/job placements, and UI benefits.
