Kansas Department of Labor Unveils T.O.T.O., a Cutting-Edge Career Exploration Platform

Nebraska Department Of Labor’s NEworks Launches Unemployment Insurance Tax Functionality – Becoming The First And Only Fully Integrated System In The Country

Pennsylvania Department Of Labor & Industry Modernizes Their Unemployment Compensation System

HARRISBURG, PA/PALM HARBOR, FL – (June 18, 2021) Geographic Solutions, in partnership with the Commonwealth of Pennsylvania, is proud to announce a new, web-based unemployment compensation system known simply as the Pennsylvania Unemployment Compensation System (benefits.uc.pa.gov). This project was a significant undertaking which sought to modernize Pennsylvania’s 40-year-old mainframe system. The new site, which is the country’s second largest modernized UI system, was launched for public use on June 8, 2021.

"Pennsylvania's Unemployment Compensation system took a giant leap forward, not just in terms of technology, but in the quality of service we are able to provide," said PA Department of Labor & Industry (L&I;) Acting Secretary Jennifer Berrier.

Participation in the new Pennsylvania Unemployment Compensation (UC) system was quickly realized. During the first day the system was available for public use, more than 75,000 individuals successfully filed more than 141,000 claim weeks totaling over $59 million in benefits according to L&I.; Further highlighting the site’s public acceptance, it only took eight days to match the same number of unique users who were filing claims on the state’s legacy system.

“To put this into context,” said Acting Secretary Berrier, “the same number of people who have accessed the new system within the [first] 12 hours exceeds the same number of people who would have accessed the mainframe in an entire week pre-pandemic.”

The new system is designed to simplify and speed up the unemployment insurance claims process. Individuals filing claims and employers responding to claims are able to easily communicate with agency staff, upload documents, and have access to more self-service options to reduce the need to contact customer service. On the backend, Pennsylvania UC staff will utilize a streamlined claims process for the Commonwealth. Pandemic Unemployment Assistance (PUA) will continue to be captured and handled through Pennsylvania's Pandemic Unemployment Assistance Portal (pua.benefits.uc.pa.gov).

First In NJ, Union County Offers “Virtual One-Stop” Employment Service To Help Job Seekers

As of Monday, June 1, job seekers in Union County can use the new Union County Works website to find job openings, job training and education opportunities, help create resumes, and more. It is the first county-based "virtual one-stop" employment service in New Jersey.

Union County Works is a project of Union County's American Job Center. The launch of the online platform makes the American Job Center the first local workforce area in the state of New Jersey to offer a virtual one stop to its residents. It is designed to help all job seekers, including veterans and youth, connect with resources remotely while offices are closed to the public during the COVID-19 outbreak.

"The Union County American Job Center was responsible for procuring a new system through a competitive process in July 2019, which resulted in a company called Geographic Solutions being selected for their Virtual One Stop platform, which is now called Union County Works," Mirabella explained.

Guam's Governor Announces Unemployment Programs Open For Applications

Gov. Lou Leon Guerrero announced Guam's federally funded unemployment aid programs have been launched.

Those residents financially effected by the pandemic are now able to file for unemployment benefits.

Guam Labor Director David Dell'Isolla counsels patience as the more than 22,000 residents file jobless claims. Residents without a computer with an internet connection may visit their mayoral offices for assistance in filing.

Guam Labor contracted Florida-based Geographic Solutions for the computer system that runs the unemployment benefits program, which is integrated in www.hireguam.com. The software is key to the local rollout of the Pandemic Unemployment Assistance and the Federal Pandemic Unemployment Compensation programs.

The U.S. Department of Labor released an initial allotment of $276 million to Guam Labor.

Texas Internship Challenge Portal Helping College Students Find Real-World Experience

Geographic Solutions to Launch an Integrated Workforce Services and Reemployment System for the Tennessee Department of Labor

The Tennessee Department of Labor has aligned with software company Geographic Solutions to create one of the most advanced reemployment systems in the country. JOBS4TN (www.jobs4tn.gov), set to launch in the spring of 2014, will allow job seekers to apply for and claim unemployment benefits, register in the employment system, and find current job openings sourced from hundreds of web sites within their job market.

The Tennessee Department of Labor and Workforce Development has worked with Geographic Solutions since 2003 to provide their Labor Market Information website, The Source, which was expanded in 2010 to include labor exchange functionality and the name was changed to JOBS4TN.

Now, the State of Tennessee has made the decision to further expand the site to create an integrated comprehensive workforce development case management and unemployment insurance claims system.

The site will provide job seekers with a user-friendly, efficient, online system to conduct job search, access labor market information, and file unemployment claims. The added functionality of the system can significantly reduce periods of unemployment, thus reducing benefit claim durations and providing millions of dollars in cost-savings for both the State of Tennessee and its private employers.

Immediately upon registering in the system, job seekers will be presented with a list of job openings that match their skills. Then – every time they log in to the system, they are presented with current job openings – leading to a faster return to reemployment. Georgia Work Ready Online Participation Portal Launches

Jobseekers participating in the state Workforce Investment Act (WIA) program in Georgia now have a brand new tool at their disposal to assist them in locating training opportunities, exploring the local labor market, and accessing career tools. The Georgia Work Ready Online Participation Portal (www.WorkReadyGA.org), was created for the Georgia Governor’s office of Workforce Development (GWOD) and funded through a WIA Incentive grant awarded by the a U.S. Dept. of Labor and U.S. Dept. of Education. The new site, which launched on July 1^st, serves as a management tool for WIA case managers and an efficient data-compliance and federal-reporting system for GA workforce administration.

The Georgia Work Ready Online Participation Portal, was built using Version 12.1 of Geographic Solutions’ Virtual OneStop® software, which effectively captures, tracks, and reports information on a variety of workforce programs and services and makes those statistics available to users. It also serves as a source for Career Tips, Career Exploration, Online Learning, and programs provided by Training/ Education entities.

Louisiana HiRE Reemployment System Launches – First of its Kind in the Country

The Louisiana Workforce Commission, in partnership with Geographic Solutions, is pleased to announce the official launch of HiRE. The site, a first of its kind in the country, will combine unemployment benefits and workforce services in an effort to help people quickly find employment and reduce unemployment claim durations. The groundbreaking system will provide unemployment insurance claimants with open and available jobs that match their work history and location as well as monitor to ensure that claimants are fulfilling work search requirements. The site also allows workforce staff the ability to track claimant’s efforts, offer assistance, and guidance, as needed.

HiRE, which stands for Helping Individuals Reach Employment, provides all of the employment assistance services formerly available in Louisiana’s Virtual OneStop. Additionally, users can receive unemployment insurance services such as filing for unemployment insurance claims and filing for weekly benefits. The site’s unique approach to reemployment focuses on giving the unemployed all of the tools necessary to find a job. Upon applying for unemployment benefits, the user is presented with a list of current job openings and training opportunities based on their previous work history and location within the State of Louisiana. Users will also be able to search for jobs and careers using a five-star rating system that ranks jobs based on pay, as well as current and long-term demand.

HiRE, powered by Geographic Solution’s Reemployment Exchange (REX), integrates the state’s legacy UI system with the Louisiana Workforce Commission’s Virtual OneStop and labor market information site, under a single login and password.

“HiRE makes it easier to go from unemployed to re-employed,” said LWC Executive Director Curt Eysink. “We’re bringing job seekers, employers and training providers closer together than ever.”

"Today is a giant step forward in providing seamless service for our customers," said Dayne Freeman, director of the LWC's Office of Unemployment Insurance Administration. "HiRE means individuals will find work faster and spend less time collecting unemployment benefits, and businesses will enjoy lower operating costs."

The recent launch is the first of three phases. The next step, scheduled for completion in January 2014, will add unemployment appeals and benefits processing features to the HiRE system. The third phase, scheduled for early 2015, will enable employers to post job openings, recruit talent, schedule job fairs, pay unemployment taxes, file appeals, and submit required forms and compliance reports.

The California Community College Chancellor’s Office, in partnership with the State of California’s Employment Development Department (EDD) and Geographic Solutions, officially launched the new California Career Cafe site on March 11^th. California’s Career Café connects 112 college campuses to job opportunities. The site, a first of its kind, will help current students and recent alumni, find internships and jobs in California. Employers can post internship opportunities and job openings directly into the system, or contact the college career centers for assistance.

“The California Community Colleges are very excited to launch Find A Job on the CACareerCafe.com website,” said Susan Coleman, CACareerCafé’s Grant Director. “The site connects community college students, alumni, and faculty to the largest workforce exchange system in order to find jobs, research labor market information, create resumes, and research career options.”

The site, launched alongside EDD’s new statewide CalJOBS site, provides universal access to online services for students and alumni seeking jobs and employers seeking interns and graduates.Since the California Career Café is lined to the new CalJOBS system, colleges to track an individual’s progress/job search history from a student through graduation and well into their professional careers. Once information is captured, it stores all data so that an individual does not need to reenter their information into the new CalJOBS site after graduation.

The site provides users with a wide array of employment-related services at no charge to the jobseekers and employers and is available in Spanish-speaking and visually-impaired interfaces. Jobseekers can utilize employment tools to create cover letters, build or import resumes, receive a list of available jobs via email or text notifications, and apply for jobs directly to the employer online. Job searches can be conducted by zip code, city, county, metropolitan or workforce area, or on a statewide basis. Jobseekers will be able to search for training opportunities, job fairs, and special opportunities for veterans and the disabled within the system. Employers will have access to a huge database of qualified recent graduates and be able to review an individuals’ resume and references. Additionally, employers can rank the candidates using the automated Virtual Recruiter system.

NEW Time and Attendance Terminal Launches in Santa Cruz County One-Stop Center

The Workforce Investment Board of Santa Cruz’s staff now have an even more enhanced tool at their disposal to assist them in tracking one-stop jobseeker foot traffic. The brand new Access TMC X1 client-tracking magnetic card reader was officially launched in Santa Cruz, California, and successfully linked to the Santa Cruz Virtual Career Center (www.santacruzvcc.com) on January 11, 2013. Santa Cruz County is the first one-stop to debut the new innovative X1offered to the workforce community by Geographic Solutions.

Geographic Solutions’ VOScan client-tracking module has added the new X1 technology to the already existing scan card terminal options for Santa Cruz’s Virtual Career Center. The X1’s cutting-edge functionality enables Santa Cruz to use the scan card terminals to track services provided by their career centers in real-time.X1 eliminates the need for a polling application, sending the data to a centralized database in real time.

Unlike previous scan card machines, the X1 will display the first and last name of the person who scans their card; effectively pulling the information from the Santa Cruz Virtual Career Center database. The system can also be set up to verify that the card number is in fact stored in the database; any card numbers that are not stored, will be rejected; thus eliminating the chance that a service was not captured and accounted for.

Additionally, staff members can also examine users’ workshop attendance, utilized resources, and additional services offered by the one-stop center. The system can create sophisticated reports to evaluate system performance, efficiency, and effectiveness. Staff can also create customized Ad Hoc reports for individuals, employers, job orders, activities, system usage, and even jobseeker surveys. The system’s multi-functional interface lets staff create or delete events and new services ‘on-the-fly’.

Version 11.1 of the Yolo County Virtual OneStop® will launch November 2011, providing universal access to online services for individuals seeking jobs and employers seeking employees. Version 11.1 of Yolo Works will provide users with a wide array of employment-related services. Job seekers will be able to search for available jobs using a search engine that aggregates jobs from company and government websites, newspaper postings and corporate job boards. Job searches can be conducted for a radius of a zip code, by city or county, by metropolitan or workforce area, or on a statewide basis. Job seekers will be able to search for training opportunities within the system and employers can have access to recent training graduates. Employers can search for talent and rank the candidates using the automated system.

Virtual OneStop® will provide Labor Market Information and skill requirements for the job listed. Job seekers can develop resumes and cover letters and then submit them directly to the employer online. Job seekers will now be able to search for 2009 American Recovery and Reinvestment Act initiatives such as Green Jobs, Veteran-preferred jobs, Summer Youth, etc. Version 11.1 can also be configured to integrate with our UI benefits functionality.

Occupations that are identified as O*NET Green Occupations, are now indicated with an icon in Virtual OneStop and Virtual LMI, similarly how high-demand and Bright Outlook occupations are. The templates available for resumes have also been enhanced to include a Federal format option, which can be used when applying for government jobs.

Version 11.1 will provide staff with the most cutting-edge job matching and referral system. All services provided to employers or job seekers, whether self-service or staff-assisted, will be accounted for and used to improve agency performance and regional economic growth initiatives. Geographic Solutions is proud to announce the launch of Version 11.1 of the MARC Green Consortium, a real-time employment and labor market information web portal. The MARC Green Consortium site is a cross-regional coalition committed to preserving the economic vitality of the District of Columbia, Maryland, and Virginia. The MARC Regional Green Jobs Portal features Labor Exchange for Job Seekers, Career and Education Services, Labor Market Information, Advanced Level 3 Job Spidering (Job Aggregation), and Green Job identification.

Broadly defined, “green jobs” are jobs involved in economic activities that help protect or restore the environment or conserve natural resources. These economic activities generally fall into the following categories: Renewable energy, energy efficiency, greenhouse gas reduction, pollution reduction and cleanup, recycling and waste reduction, agricultural and natural resources conservation, education, compliance, public awareness, and training. These economic activities result in the production of green goods and services. The Bureau of Labor Statistics defined these to include: Direct green goods and services, indirect green goods and services, specialized inputs, and the distribution of green goods.

The MARC Green Consortium will conduct a regional survey to define the area’s green economy by identifying green jobs, their requirements and other occupational characteristics at the state, regional and local levels. This baseline measure – along with an estimate of the impact of green technology and other green investments on job creation - will be used to track job growth and contribute to the development of a regional green workforce development plan.

Established in 2008, MARC is a regional organization guided by the leadership from the State Workforce Agencies for the District of Columbia, the State of Maryland and the Commonwealth of Virginia. Its focus is to enhance the economic vitality of the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. An initial focus of the MARC is to prepare the region for federally-mandated Base Realignment and Closure (BRAC) activities.15
