The California Prison Industry Authority (CALPIA), in partnership with the California Employment Development Department (EDD), is offering the web-based employment network through contract provider Geographic Solutions.

“The Entry to Employment network is a game changer when it comes to successful reentry for incarcerated individuals,” said CALPIA’s General Manager Bill Davidson. “CALPIA wants individuals to have a career before they return to their communities and this first-of-its-kind network is definitely helping in the process.”

The E2E network opens the door for incarcerated individuals to access EDD’s second-chance employer list and job offerings through CalJOBS, in addition to other popular employment websites. The E2E Network also allows the private business sector to access a more qualified and trained workforce in a market that frequently struggles to find qualified employees.

“It all starts with a meaningful job!” emphasized Rusty Bechtold, CALPIA’s Assistant General Manager over Workforce Development. “Current and future employers use technology and web-based recruitment tools to hire new employees. Individuals who leave prison find it difficult to get a job with limited exposure to job search technology. The E2E Network provides that valuable guidance on how to get a job in the modern world and allows incarcerated individuals to take that experience with them.”

CALPIA’s Workforce Development Coordinators help incarcerated individuals at California Department of Corrections and Rehabilitation (CDCR) prisons with their résumé and pre-employment preparations. Once an individual is on the network, they can search for jobs that match their skills and qualifications. E2E displays positive employer matches and provides the functionality for incarcerated individuals to apply for available opportunities.

Douglas Woodall was the first applicant who was hired using the E2E network while incarcerated at California State Prison, Solano. Mr. Woodall was hired by a leading manufacturing company in mid-April and is extremely grateful.

“The E2E system helped me land a job,” said Woodall. “I was able to build a professional résumé and get an early start applying for jobs in prison which was beneficial in the job hunt.”

Individuals who have approximately 180 days left on their sentence and who are part of CALPIA’s job training programs can participate in the secure job-seeking network.

“EDD is excited to be part of this collaborative program to help those soon-to-be released adjust successfully to reentry with the help of a good job,” said EDD Director Nancy Farias. “We are committed to improving California's economic growth while meeting the evolving needs of employers, workers, and job seekers.”

The E2E network started at California State Prison, Solano and has now expanded to Central California Women’s Facility, Valley State Prison, San Quentin Rehabilitation Center, and Avenal State Prison. The goal is to have the E2E network available at every prison in California.

“We are honored to partner with CALPIA to help close the skills gap and increase job placement for those leaving prison,” said Paul Toomey, President and Founder of Geographic Solutions. “Our E2E software solution will provide incarcerated individuals with the necessary tools and resources needed to help them find employment and thrive outside of prison, from one integrated online platform.”

It is expected that 600-800 individuals will go through the E2E program per year.

“I am thrilled to see how the E2E network secures career opportunities for people about to leave prison,” added Davidson. “CALPIA is all about second chances and now we are seeing individuals in our programs find true success with employment before returning home.”

Reducing recidivism directly benefits society in numerous ways, including increasing safety in our communities, decreasing victimization rates, reducing criminal justice costs and fostering family preservation.

Lack of employment can have a significant impact on an individual’s tendency to re-offend. Studies have shown that unemployment rates are highest for ex-offenders within the first two years of their release and that programs focusing on pro-active, pre-release job placement reduce the likelihood of recidivism, especially among non-violent offenders.

Over the past decade, many justice and labor departments have concluded that partnerships are necessary for bringing the latest job readiness programs and workforce development technology to inmates. These efforts involve a variety of initiatives, including job fairs, job readiness training and soft skills awareness activities.

In recognition of this need, states are making the investment to strengthen the bond between workforce agencies and state and local corrections entities. The staggering costs of incarceration have led to criminal justice reforms across all levels of government. This has resulted in the reduction of inmate populations.

Traditional unemployment systems are not equipped to collect and process claims for pandemic assistance, nor do they take special consideration for those not usually covered under traditional unemployment insurance parameters, such as self-employed or season workers.

Software development firm Geographic Solutions, draws on extensive experience providing unemployment insurance solutions and disaster assistance to states such as Louisiana, Florida, and Tennessee during disaster relief efforts that include the Deepwater Horizon Gulf Oil Spill, hurricane loss, wildfires, and widespread flooding. The company quickly modified its Disaster Unemployment Assistance (DUA) solution to process PUA claim filings.

The company’s PUA solution includes functionality to process new PUA declarations, declaration amendments, and abides by parameters governing PUA benefits. The system also generates data utilized in FEMA's Disaster Automated Reporting and Information System (DARIS) report. The U.S. Department of Labor requests the DARIS report weekly during a pandemic and its accuracy is pivotal to adequately funding the state.

For individuals who have lost employment as a direct result of the COVID-19 pandemic, the PUA solution allows users to file a claim and receive digital documentation of assistance eligibility. It also fully supports a configurable weekly certification. UI staff have the option to access the claim and adjudicate it manually, or the system will automatically adjudicate and resolve any pending issues. Payments can be output to a payment file for the Treasury or as a bank transfer.

All of Geographic Solutions’ client sites have seen an influx in user count, site visits, and page views. Tennessee experienced over 46,000 concurrent users and noted 326,295 users as a single-day record—an approximate 1,800% increase in year-over-year statistics. With the support of Geographic Solutions, the Tennessee Department of Labor and Workforce Development was able to handle the upswing in traffic to the JOBS4TN website, highlighting the systems’ flexibility, resilience, and reliability.

Because of the system’s Commercial-Off-The-Shelf (COTS) configuration, PUA functionality can be rapidly implemented for any state, either as a standalone application or integrated with an existing Virtual OneStop or Geographic Solutions Unemployment System. It can be hosted on premises by Geographic Solutions or in a cloud configuration. For more information on the PUA solution, please contact Deane Toler, Director of Sales and Marketing at 727-786-7955 or DToler@geosolinc.com.
JOBS4TN (www.jobs4tn.gov), set to launch in the spring of 2014, will allow job seekers to apply for and claim unemployment benefits, register in the employment system, and find current job openings sourced from hundreds of web sites within their job market.

The Tennessee Department of Labor and Workforce Development has worked with Geographic Solutions since 2003 to provide their Labor Market Information website, The Source, which was expanded in 2010 to include labor exchange functionality and the name was changed to JOBS4TN.

Now, the State of Tennessee has made the decision to further expand the site to create an integrated comprehensive workforce development case management and unemployment insurance claims system.

The site will provide job seekers with a user-friendly, efficient, online system to conduct job search, access labor market information, and file unemployment claims. The added functionality of the system can significantly reduce periods of unemployment, thus reducing benefit claim durations and providing millions of dollars in cost-savings for both the State of Tennessee and its private employers.

Immediately upon registering in the system, job seekers will be presented with a list of job openings that match their skills. Then – every time they log in to the system, they are presented with current job openings – leading to a faster return to reemployment. Claimants will also have access to a plethora of interactive, dynamic labor market information maps, charts, and graphs – representing historical and real-time data.

With this additional functionality, Tennessee will create a state-of-the-art workforce development and unemployment claimant system that will provide leading-edge integrated services for job seekers, employers, training providers, workforce staff, and one-stop partners.

For more information on JOBS4TN, contact Lynn Hatfield, Eastern Regional Manager (Geographic Solutions) at (321) 633-5050 - LHatfield@geosolinc.com.

The site, a first of its kind in the country, will combine unemployment benefits and workforce services in an effort to help people quickly find employment and reduce unemployment claim durations. The groundbreaking system will provide unemployment insurance claimants with open and available jobs that match their work history and location as well as monitor to ensure that claimants are fulfilling work search requirements. The site also allows workforce staff the ability to track claimant’s efforts, offer assistance, and guidance, as needed.

HiRE, which stands for Helping Individuals Reach Employment, provides all of the employment assistance services formerly available in Louisiana’s Virtual OneStop. Additionally, users can receive unemployment insurance services such as filing for unemployment insurance claims and filing for weekly benefits. The site’s unique approach to reemployment focuses on giving the unemployed all of the tools necessary to find a job. Upon applying for unemployment benefits, the user is presented with a list of current job openings and training opportunities based on their previous work history and location within the State of Louisiana. Users will also be able to search for jobs and careers using a five-star rating system that ranks jobs based on pay, as well as current and long-term demand.

HiRE, powered by Geographic Solution’s Reemployment Exchange (REX), integrates the state’s legacy UI system with the Louisiana Workforce Commission’s Virtual OneStop and labor market information site, under a single login and password.

“HiRE makes it easier to go from unemployed to re-employed,” said LWC Executive Director Curt Eysink. “We’re bringing job seekers, employers and training providers closer together than ever.”

"Today is a giant step forward in providing seamless service for our customers," said Dayne Freeman, director of the LWC's Office of Unemployment Insurance Administration. "HiRE means individuals will find work faster and spend less time collecting unemployment benefits, and businesses will enjoy lower operating costs."

The recent launch is the first of three phases. The next step, scheduled for completion in January 2014, will add unemployment appeals and benefits processing features to the HiRE system. The third phase, scheduled for early 2015, will enable employers to post job openings, recruit talent, schedule job fairs, pay unemployment taxes, file appeals, and submit required forms and compliance reports.

Louisiana’s new platform – Helping Individuals Reach Employment (HIRE)– will serve as a bridge to reemployment as well as ensure accurate unemployment insurance benefits by helping to detect fraud and minimize overpayments. The bridged site is set to go live by the end of December 2012.

HIRE, powered by Geographic Solutions’ Reemployment Exchange (REX), integrates the state’s legacy UI system with the Louisiana Workforce Commission’s Virtual OneStop site and Louisiana’s labor market information. Claimants will visit one website with one log-in and have access to both UI benefits, labor exchange and labor market information. The system, a first of its kind, will monitor and ensure that claimants are fulfilling work search requirements while simultaneously providing job opportunities and labor market information that aid the claimant in their search for reemployment. Immediately upon signing on for unemployment benefits, the claimant will be provided with a list of suitable jobs within their area. The system can also send internal messages, emails, and text messages of job openings and job search requirements. HIRE provides the claimant all of the tools necessary to land a suitable, good-paying job.

Not only does HIRE assist the claimant, it also offers valuable information to employers who are looking to find qualified employees who meet their needs. HIRE does all of this while providing staff the ability to track the claimant's efforts and offer assistance and guidance when necessary. HIRE evaluates claims in real-time – providing claimants, employers and staff up-to-the-minute information. The system’s coordination of seamless customer service for employers, claimants, and staff is of paramount importance.

Phase Two of the project is set to launch in 2013, and involves the transition to the Geographic Solutions Unemployment System (GUS). The GUS system is a more comprehensive approach to reemployment in that it moves away from linking to a legacy UI system and moves towards one comprehensive site which handles unemployment claims and registration of claimants, workforce exchange/job placements, and UI benefits.

For more information on the modernization of the Louisiana unemployment and workforce systems, visit http://www.geographicsolutions.com/solutions-unemployment-program.asp or contact Deane Toler, Marketing Manager, Geographic Solutions (888-710-4867) or Mark Hodges, Deputy Assistant Secretary, Louisiana Workforce Commission (225-342-6001).
